How can I place sequins down like this without using the drag brush?
You could try MicroMesh. For example, you could make a duplicate of your model scaled very slightly larger and then use MicroMesh to replace each polygon with a sequin model. The trick would be in getting the randomization and overlapping, but that could be accomplished by using a cluster of sequins rather than a single sequin, along with a noise deformation applied to the support model before you use MicroMesh. You’ll probably need to refine things a bit, but this should at least get you on the right track.

This man found a way to do it by using fiber-mesh planes but he did’t go into the details on how to do it. Does anyone know to place sequins down by using the fiber-mesh?
Anyone??

That should give you everything you need.
