roughness on cloth

Hi all,
Currently i am working on a character and refereed the Order 1886 artwork,But i am having problem to create the roughness of cloth as in order character .
I have tried the nano mesh for the embroidery of cloth but i am not getting the roughness for cloth and break on embroidery.
I would like to share my progress for embroidery,that i did and as well the reference.
Could you guys please give me any best solution to get this .

Roughness on cloth is the sort of thing you can easily do with Noise Maker.
