This is only my opinion, and I am not a professional art instructor. You should seek out artistic instruction and resources for personal skill training. 
Well, first you need to determine what sort of look you are trying to accomplish, and select appropriate reference. Are you trying to recreate that highly abstracted cartoon figure in 3 dimensions and have it look like a cartoon, or are you trying to create a realistic looking human figure that resembles the stylized cartoon?
You have shown a picture of a cartoon here, but appear to aiming for a more realistic looking sculpt. To sculpt realistic human anatomy, you need to study anatomy from realistic human reference. A cartoon is only suitable for reference to recreate that cartoon. This may be fine for a more stylized approach, but will not inform you on how to create realistic looking anatomy.
