I would need to create a Water Splash.

Any tutorials that shows a way to create it ?

Badking has a free water splash IMM brush. You can use that or learn from it.

There’s no magic button procedural or particle effect, unfortunately. In zbrush it would have to be sculpted from reference like anything else.

The “blobby” nature of Zsketching lends itself to establishing fluid, organic forms, so it may be of use here. This guy used them for that:
