Polytrans 4.1, It converts almost every 3d format known to man. If it doesn’t do it I’d be supprised. I wrote the author once, with a conversion problem and he wrote a converter for the format I needed in like a day or two.
Polytrans won one of the Front Line Awards in Jan’s issue of GameDeveloper. Oh, and if your find a copy I wrote the article next to it about Endorphin 1.5, a super cool animation tool.

If that is the Unreal Game engine format , you can use Milkshape from chumbalumb software …
If it is the old unreal engine, this wont work but, unreal 2003-2004 you can use lightwave .LWO format… (Lightwave 6.5,)
I think there might even be a python script for blender that will let you do unreal stuff…
I think Maya PLE will let you import .OBJ, and then Export to U3d also… this is a free way of doing it…

I saw a few things about Unreal while I was searching. It may be the same, but I think I am looking for something new.
This is a new format that Adobe has included support for in Acrobat 7+. Its created partly by Intel:

and has a few other partners.
I found that Deep Exploration
http://www.righthemisphere.com/products/dexp/
will export to it, so I can use the demo for my testing purposes.
If this is the same as the Unreal 3d format, then the other suggestions may help. I will check them out
