The default insert cylinder brush uses one of Zbrush’s parametric primitives, which is actually abnormal geometry with “holes” at either end that aren’t apparent until the geometry is smoothed.
You could create a new custom insert mesh brush with a cylinder with fully welded topology. In order to “fix” a Zbrush primitive that has just been converted into a polymesh 3d object, first select Tool> Geometry> Modify Topology> Weld Points, followed by Geometry > Mesh Integrity> Fix Mesh.
However, for the purpose for which you’re using it, I suggest you instead check out the Curve Tube brush for drawing out “fingers” along a curve. It will provide better results and allow you more control with no fussing with primitives.

why don’t u use dynamesh create a cylinder brush place it wherever u want it and hit cntrl+ drag to dynamesh it

It turned out that running ZRemesher fixed the problem. Even so, your suggestions have been extremely valuable and I will keep them for future reference.
