You can move multiple subtools at once either with the Gizmo “Transpose All” function, or by grouping them into a folder, and using the “Transpose Set” function in the folder options. Both modes work the same way for the most part.
For affecting multiple subtools at once with more advanced functions, you can use Transpose Master.

Sorry if I misunderstood your question. You cannot move multiple subtools as part of the same layer. A layer’s recording only records changes to the geometry of that subtool.
To be clear, you CAN use Transpose All to move other subtools at the same time as that subtool while a layer is in recording mode, but only the changes to that subtool will be recorded as part of the layer. You can also move multiple subtools at once while they ALL have an active layer in recording mode, and the changes to each will be recorded in each of their respective layers.
