Circular oriented dragon scales

Can anyone tell me how to go about making the following dragon scale pattern into a circular orientation in a somewhat automated fashion? I have an idea of how to do it but involves moving and duplicating one circle at a time and i have a huge area to cover so this is not efficient. This is the pattern:

I tried photoshop’s distort>polar coordinates filter, but it still isnt coming out anywhere near how i want it. Should i use illustrator, zbrush? what? If someone can help me out with this id gladly appreciate it. Thanks

you might be able to stroke the patten along a pen tool path? I’m no photoshop expert though.

If you’re familiar with maya, I have a method that would do it pretty easily.

create your alpha pattern and in projection master, use the direction brush or roller brosh with appropriate space settings… and then just draw away.

That should do what you need.

ok i shall try these suggestions. Obz, what is your maya technique?, im very familiar with maya.

Take 2 nurbs circles, on the grid plane, scale one up larger than the other, loft the 2, then apply your texture and andjust the repeats as necissary.
Pipe that texture in as incandecance, get rid of any lights.
Render the image out at whatever res you need.
Circular design of your image.

I ran it really quick, but your image is not tileable, so you might want to check that. Should look like this.
